SCons: cl not a recognized command?

Ok this is really strange. I'm trying to use SCons to build my project, but it says the cl command cannot be found. Right after i do that, I type in cl and windows prints back the info for cl. So cl is there and its in the path...but SCons isn't finding it. Is there something special I need to do?
scons: Reading SConscript files ...
scons: done reading SConscript files.
scons: Building targets ...
cl /nologo /TP /c bin\tinyxml\tinyxml.cpp /Fobin\tinyxml\tinyxml.obj
'cl' is not recognized as an internal or external command,
operable program or batch file.
scons: *** [bin\tinyxml\tinyxml.obj] Error 1
scons: building terminated because of errors.

usage: cl [ option... ] filename... [ /link linkoption... ]
