Map/Sprite representation in pacman

Are games like pacman implemented using a graph typically to represent the map or is it less elaborate than that? Or would you just use an array to represent everything in the game? (including sprites) What is the best approach for this?

A full-blown graph is probably overkill. I'd use a 2D array for the map and a linked list or vector to store my sprites.
