Textoverlay on DX- and OGL-Games

Hello, I never programmed anything with DirectX or OpenGL. I can program C#. I like to develop a program wich shows a textoverlay in any DIrectX or OpenGL game, which is shown at every moment in front of the game-window. Even if the game is in fullscreen mode. The best would be, if the text overlay is visible in MS-Windows, too. Now the overlay should work in both, DirectX and OpenGL games. Similar to Team Speak Overlay (http://www.teamspeakoverlay.com/). Is this possible? Should I use DirectX or OpenGL? Thank you! :)
