VCSEE - Change locale settings?

Hi, Does anyone know if I can change locale settings within VCSEE05? Because Norwegians use ',' instead of '.' to seperate decimals, I'm forced to manually do a string.Replace('.', ',') and opposite whenever I'd like to convert a Vector2 object to a string object and the other way around. I could of course just use ',' as a seperator, but that would suck for any non norwegians trying to compile and read my xml data files. I suspect that toggle to English(US) keyboard setting might work, but it would be annoying to have to toggle it back and forth. Also, I'd rather not reformat just to change WinXP OS language. Edit: While talking about vectors, would it be a bad habit to use a Vector2 as unit for a xy point? Since vectors is more than a coordinate, I suspect I should rather use a Point.. :)
