In application i used to realize software vertex processing. But the memory utilization is high. When the .exe run initially the CPU shows 100% utilization. Either process like render or framing just trigger then CPU utilization is reduced. But triggered process is slow. Is there any possible solution for this abnormal memory use.Pixel Shadding methos have any importance in this situation.

In general most Direct3D applications will exhibit 100% CPU load simply because most people design their code to be in a very tight loop in order to render as fast as possible.

Tools like PIX for Windows (in the DX SDK), NVPerfHUD (Nvidia) or GPU PerfStudio (AMD) will give you insight into what the graphics specific code is doing for resource usage.

For more general Windows code you'll have to look into things like VTune or CodeAnalyst.
