I am currently working with a start-up game developer, and we are entering the production phase of our flagship game. Given our limited staff size, it would be most efficient for all employees at this point to contribute in some way to the development of our game, and that means having some sort of comprehensive way for people with very limited or no C++ skills to model 3D assets. My question, then is: are there any engines that, for all intents and purposes, function as a simple 'editor,' meaning that they are opened with an executable file and have a comprehensive interface that doesn't require extensive programming knowledge? Or is there some sort of third-party application that interfaces with an engine in such a way?

Modeling is usually done by artists, using modeling packages such as 3DS Max, Maya, XSI, Blender. There's no programming involved. Getting these models into the game can take a few steps, depending on how you've set up things, but those can often be automated with a few batch files or plugins - which is where a programmer can be helpful.
