OpenType Font Saving

Hello everyone! I wasn't entirely sure where to put this, so I hope here is okay. I am working on a simple utility to convert a font to a bitmap-only OTF file so another program can work with it. I'm using FreeType to render the font at the specified size, and I know that everything I have so far works. The only thing I need is the ability to save the bitmaps out to a font. All I could find was documentation designed for reading the format, including the Microsoft one. This was great except it doesn't tell me how to get half of the numbers I need, just where to put them and what they're used for. For example, at http://www.microsoft.com/OpenType/otspec/cmap.htm, about halfway down, it tells me exactly how to use the 'idDelta' value in the Character Mapping Type 4 structure, but how do I get those numbers? How do I keep track of all of the offsets and indexes when they all depend on each other? While I know I could use the info I have to write my own system, what little work I do have was very difficult to get working, and even it isn't doing everything it needs to. This is supposed to be a simple tool, and I don't want to spend the next 3 months writing one part of it. If anyone here knows of a free, easy to use OTF file saving system, or could give me help writing one, I would be eternally grateful!
