Render a texture over top of another?

I'm rendering a large texturemap over a terrain mesh then close to the camera, I'm rendering high detail alpha blended quads ( on the same mesh - over the top of the texturemap ). I have to perform the following to get the quads to appear when rendering them after the texturemap. device3D->SetRenderState( D3DRS_ZENABLE, FALSE ); However, this causes some issues with whatever terrain may be over a hill and below the rendered quads. For some reason, the texturemap terrain in the distance will appear through the quads - even though all the texturemaps are rendered prior to the quads. How can I lay one texture over another? I also tried using depth bias 0 for texturemap and 1 for the quads with no luck. :(

device3D->SetRenderState( D3DRS_DEPTHBIAS, 1 );
