Brush in world editor

I am writing a level editor for my RTS game that I am working on, and have a small map already working. I also wish to have a small 'target' texture on the ground that follows the mouse cursor around so I can see an outline of what will be painted/placed/etc. The problem is I cannot think of any way that I have already learned to do this, as far as I can figure it may involve picking and/or decals? This World of Warcraft screen shot shows exactly what I'm trying to do: http://i91.photobucket.com/albums/k317/kooywow/aoe8.jpg the part I'm talking about is the green circle (AoE Target), the small circle that appears around entities feet when targeted is the same also. Any help would be appreciated as I am very stumped by this.

What you need is a decal. Google will help you to find more information on this topic, I'm too busy at the moment :-)
