Shoutcast/Icecast client programming

I would like to implement Internet radio support in my game. Shoutcast or Icecast probably. How should I approach this in C++/Windows? I don't have any network programming experience. Do I need to know details of their protocols? I would like to make a high level api so that I can write something like PlayStream("http://160.79.128.62:6168") and it does the job.
