code confusion

All that code does is create an array of char's, and set the contents of that array to be the string literal specified on the right.

The reason that string looks so funk is because it's being used as the lpstrFilter parameter of a OPENFILENAME structure. This structure is used to set up the "Open..." dialog commonly used by windows applications. The filter string tells the dialog what file extensions to display, and there's some funky syntax used to separate filters. This particular filter only specifies one extension ".TXT", and specifies "Open (*.TXT)" as the name to display for that extension.
