I guess first make a foundation that makes a window, loads images, renders images, and has keyboard/mouse input. Then start making easy to use methods that allow you to make aspects of a game easily and as you do this, allow lua to access these methods. The goal is to do the programming side so to draw a character or something, all that is needed to be done is something like DrawImage(x, y, width, height, "image.png"). So just start out with a good foundation and start adding cool features that allow the creation of a game easier. I guess you could have methods that allow an animation of images, checking collision of them, and maybe a GUI with buttons and stuff.
