I'm trying to run a bit of sample code I found about shaders under OpenGL but even when I try to run the exe it says CG.DLL is missing. So my question is there something I needed to install like a SDK?

You might just need to add the dll to be able to run the program. See if you have cg.dll in the bin section of your compiler. If you do, put it in C:/Windows/system32, so you don't need to put in the same folder as your application.

I don't even have it on my computer. Which confuses me because I'm pretty sure I've played OpenGL games that use shaders before.

You can download any of the demoes from developer.nvidia.com and some of them have the DLL.
Or just download the nvidia SDK.
BTW, this is a nvidia DLL for their Cg programming language.
