Quick Scripting Question

Does anyone know at what level the scripting engines in games start in relation to the entire game logic? I mean are things like the "Press Start to Begin" screens and navigation menus, etc, all done in the game code or are they in scripting? Or would scripting not start until a new level/map is loaded and the avatar appears at the designated spawn point? I'm thinking of scripting in a FPS style engine/game (e.g. Crysis and the like). I realise this is a fairly abstract question, I was just wondering how this is generally done. Thanks in advance.
