how to show a backdrop/parallax background?

Hi, I've been working with directX for 2 or 3 (long) days now and I've got down a lot of the basics of 3d drawing, and some things like texture mapping down. but I have no idea how i should go about putting up a backdrop to my terrain now. Intuitively I'd think maybe i put a large cylinder or sphere around whatever area I'm working with for the terrain, and apply a texture to that. But I don't want to come up with a solution myself that might be inefficient. (Maybe I'm not thinking of the best words to explain what im trying to do because search engines are getting me nowhere.) By the way, I'm working with DirectX 9 and VC++ express 2008

Don't really know what you want, but..

You can move the texture coordinates for the texture in a pixel shader if you want a scrolling effect...

Well, what I was trying to say was I don't want to have just a solid color background, i mean. I'd like to stick a texture in the background, to make it look like sky and clouds or something, for example.
