Looking for suggestions on a file format/creation tool for 3d indoor levels.

I'm at the point in my game where I need to have levels implemented, and I'm not sure how I should go about it. I've gotten a few suggestions to use GTKRadiant to make Quake 3 BSP files, although I feel a little odd about using a format that's almost 8 years old. Does anyone have any suggestions? Any comment could help, really.

I've looked at that and it only seems to save your maps to mesh files. I thought files with scene hierarchies were better for levels?
