Question to frame delaying

Hi I have a little question. I have often seen code in games that use a delay function to delay the game if the next frame is ready before the display time of the previous one has ended. Does this make sense? Isn't it that you ruin triple buffering if it is enabled that way. Because after computing the next frame the delay prevents writing into the second backbuffer. If vsync is activated couldn't this even delay your game so, that your frame is ready for the vsync but because of the delay misses the buffer swap? Which in turn would lead to less performance.
