please recommend me a game programming library for C / C++ or even java or C# that is proven to work cool on windows all versions. I prefer command line compilation with MINGW . Also please update me on what tools / technologies are individual game programmers using currently. thanks

Take a look at the large Open Source 3D Engines, such as OGRE, CrystalSpace and Irrlicht.

None of them is a CryEngine 2, but they are free and portable, and yes, you may compile them from the command line with MinGW.

What kind of library do you want? Do you want a complete engine, that you just tweak and supply with data, or do you want something that just gives you the most basic building blocks for your game?

If it's the latter, then SDL is nice, and is easily coupled with OpenGL if you want fancy 3D graphics. If SDL is too low-level or lightweight for your taste, then Allegro might be a good choice.
