BSP, at last

Hi. Let''s say we''ve designed a plugin for 3d studio max that exports a mesh from 3d studio max to our format. On the other hand, we have a program that generates a file containing the BSP information for that mesh and then we have our engine, that with or without PVS, draws this mesh parting from the BSP The question is... if we move the camera to other position..., should the BSP tree be regenerated? Is the BSP, generated only once during all the process? What makes PVS in all this, exactly: paint, resolve wich parts must be drawn or not, what? Thanks.
