[Win32] Converting virtual keys to set 2 scan codes

I'd like to convert virtual keys to scan codes. I'm using the MapVirtualKey function with MAPVK_VK_TO_VSC, which is returning set 1 scan codes (as used on the XT), but I'd like to convert then to set 2 scan codes (AT or PS/2). Is this possible without a large look-up table to convert between the two sets?
