it''s the same thing that you''d do to load a bitmap in windowed mode, duh.
...which involves 1) drawing pixels, you should know how to do this 2) reading the bitmap. there are many docs on the very file format. in the msvc help too, actually.

Hmmm....I''m assuming (bad thing, that is, I know) that you''ll want to plaster the image across a few triangles or something for now, so I''d say look at this tutorial on texturing from NeXe (it''s how I learned it):
