simple programming games

Are there any programs that you can make games with, without really knowing how to program. I wish I could learn C# but I don't have the time having a family and being a network admin windows uses up most of my reading time. I like to create and build things, I love to play turn based games such as civ. I know some basics of programming like vb, php, html, so even if there were small scripting things, that would be good. Thanks
