Jittery Motion & Blurry Textures

I'm working on a game featuring 2d sprites in DirectX 9. I've already started a topic over in the graphics forums because at first I thought that the problem was due to timing. While I'm not certain that is no longer the case I now believe that it may be in the way I'm drawing my textures. I hope this is not violating forum rules (saw no mention in the FAQ), but if anyone in the DirectX forums would mind taking a look at my thread here I would greatly appreciate it. Thank you.
