Would it be easier to move the character and the camera, or the entire world and everything in it? Then what happens when you have numerous people all trying to move the world?

You'll find that the worlds in games these days are all split into separate chunks, which the player (and the camera) move through. That way any variables you use don't loop back when you've suddenly exceeded the limits of them, and when it comes to rendering and interacting with things, it's easier to tell what areas are linked, than it is to try and look through the entire list of objects in the virtual world for specific things associated to one character, or the tiny area around it.

There was actually a nice article I read ages ago on how the world in Dungeon Siege was created, which would probably explain it a little better than I have. I think this is it here.
