My video size is 1200 x 1200 but my display size is 1024x768. Is it possible to convert my video Width and Height in to device compactable ie to 1024x768 dimension using back buffer.. Is backbuffer a full screen interface?? Which are the other helpful methods to do the rendering in full screen mode...

What do you mean "video"? If you're rendering an AVI file or whatever, the API you use should have a way to stretch / shrink the video to fit the window you're using.

Your backbuffer is copied to your window. Usually you copy the backbuffer so it takes up the entire window, but that behaviour can be changed by the parameters you pass to Present().
In fullscreen mode your window takes up the entire screen, so your backbuffer will also usually take up the full screen.
