hexagonal mosaic filter

i read shaderX2 book for making mosaic filter, but i cant do it, i have some problems and questions: 1. what is displacement texture, and how i can use it? 2. how can i turning the contents of hexagon into a single flat color? i have some problems with DX asm shaders, plz help me with HLSL
