I have some PNG files that are 32 x 32 pixels. Is there a way to increase their size to 64 x 64 or some other larger size at runtime?

Yes.

However, how you do that depends on the language you're using, the API (D3D9, D3D10, DDraw, etc), and how you're drawing them. Presumably you don't want to change the size of the texture, but rather the size of the sprite you're drawing?

Sorry...I am working in XNA.

The PNG will remain 32 x 32 pixels.

But what is shown at runtime will be 64 x 64.
