Hi, I want to display a water droplet effect similar to water getting on the camera lens. Problem is, I need it figured out in OpenGL without the use of shaders. How is this technique pulled off? Thanks Jeff.

Generally, it isn't. Refraction through a water droplet is not something you can reasonably accomplish with the fixed-function pipeline. You may be able to perform some render-to-texture tricks to (very loosely) approximate the effect, but you would be much better off with shaders.
