can a mud be hosted on.....

As far as Windows is concerned, hosting a MUD is no different from hosting any other network service. For your firewall, you'll have to tell it to allow communications through whatever port your MUD uses. Usually TCP port 4000 or 4200.

So long as you forward the port on your router, and/or open it on your firewall, yes - there's no problem with that at all.
