2d driving logic (road safety & rules)

I'm an OK programmer, and I plan to develop this software using Game Maker, so the game development part can be considered done. It's the logic that stump me now. While making a simple puzzle or shooter is easy, but making a simple area with cars, traffic sign, and all these must follow rules and regulation - and drop your character car that must follow these rules and regulations - really puzzle me. So what is the most logical way for me to solve this problem? Please note that in Game Maker an object (like car, bullet, etc) can have their own scripts and/or logic, so I can solve this, in a sense, OOP (not the coding, but the paradigm), where an object only need to know what they're interact with how to interact with it. Any pointer, links to articles, suggestion, tips and tricks would be great.
