PS2Dev.org is a website that contains Homebrew SDK's, as in they host and/or develop their own SDK's to work with the PSP but their not official ones made by Sony. These SDK's some times do not include all the functionality (as the developers have to reverse engineer/guess at how things work) but you can create some interesting projects with them.

The official Sony PSP SDK is only for Registered Developers and cost a fair chunk of money (several thousand). Unless you've got a publisher and financial backing, homebrew may be the way to go however depending on where you live you may be breaking the law (which you may want to find out about) because you could be bypassing their copy protections (just an FYI).
