OpenGL Resizing NPOT images during loading

I am trying to load some images in my OpenGL ES game engine for mobile devices. I want to be able to resize those images that are not power-of-two (i.e. NPOT) in width and/or height to the nearest POT in that dimension. I take it that OpenGL ES is not as forgiving about this as OpenGL for desktops is? How would I do this? I have my image data in a buffer. Say that the image is 60x64, then it would have to be resized to 64x64 (+4 pixels along X axis).

You would use some library that does image scaling such as GLU which has gluScaleImage. I`m sure there are plenty of others.
