half-life 2 style water without depth?

I was looking at half life 2's water the other day and it seems to fade out the refraction/reflection as the depth of the water goes down, making it look very smooth. Now, I know how to do this easily if i have access to the scene depth texture. But, as far as i know, half life 2 does all its rendering in a single pass, and does not do a depth pre pass render. So, does anyone know how i could get this fading effect without doing a prepass of rendering depth? Thanks, chris

Provided my understanding of your question is correct, HL2 does use multiple passes for water. If you have Lost Coast, turn on commentary and go to the 6th or so node, just after the fisherman - which talks briefly about rendering refractions and reflections for the water.
