Terrain using geometry Clipmaps

Hi, I am working on an implementation of Asirvatham's and Hoppe's geometry clipmap based terrain rendering. I have set up the whole vertex buffers, frustum culling etc. but now I am stuck at the point where I'd like to generate the elevation clipmaps. I want to use huge heightmaps, Is there a "best" way to do it, or do I simply have to generate multiple textures (exactly, one for each level) and render them onto a "virtual" clipmap (a 2d Texture respecting the grid ring's) each time the viewers position changes?
