The Progress Bar, like any other Win32 Control, is created by calling CreateWindow or CreateWindowEx and passing the name of the Window Class that corresponds to the control you want. The name of the class for the Progress Bar is PROGRESS_CLASS. Once you've created it as a child of your splash window, you send it messages to update the progress. See the MSDN documentation for more info.

Keep in mind that for the progress bar to keep working while you're loading your app, you'll need to keep pumping the message loop on the thread used to create the splash window. If you use a seperate thread for loading this is pretty easy, since your window thread can keep pumping messages. Otherwise you'll have to load one piece, then pump messages, then load another, etc.
