I was thinking of getting some practice loading PNG and JPEG files, and decided to write a little win32 picture viewer, and i'm wondering what my options would be for drawing pixels? Are there any efficient win32 drawing functions? What are your thoughts on using DirectDraw in this situation?

DirectDraw won't give you an advantage here (hardware support is getting rare for it these days).

Your best bet will be to look into DIB sections, start with CreateDIBSection. This gives you a pointer to the image in memory which you can modify at will. The rest is a simple BitBlt.
