Menu advice

When building a menu from images, would it be better to have the background and buttons be part of one big image or should the buttons be separate images layered on top of the background?

You should probably have the buttons be layered on top of the background. If you are using a widget-based GUI system, you could just have each button widget render itself when the menu is rendered. Also, doing so would make it a lot easier if you wanted to change the appearance of the menu, or add other buttons.
