Proper scaling

I''m working on a game that takes a real world location and allows people to move around within it. The only problem is, I''m not exactly sure how to scale my area. In real life, the area I''m using has a radius of 1km. What type of scaling system should I use? For example, in 3D Studio Max, how many units should 1 meter measure? Or how many units in the Unreal or Lithtech engine? I hope this makes some sort of sense. Thanks in advance for any feedback.
