You can get the specs over at every programmer's favourite format site, wotsit.org and write your own if you can't find a library to do so.

I have heard good things about libtiff, a freeware TIFF library, but I have never used it. Try a quick search and see what turns up.

Just a friendly plug:

If you're looking for an ideal graphics format, take a look at PNG ("Ping") files. It is a public domain format, cross platform compatible, LOSS-LESS high compression (better than GIF), supports up to 32-bits (per channel I believe..), supports alpha channels, gamma settings, and progressive loading. It was designed by a consortium as the replacement for GIF after GIF became a royalty stinker.. There is a publicly available library (with source code) available on the web for all kinds of platforms (unix, windows, dos, mac, etc.).. Look for "libpng".
