paint.net resizing

Hi guys, I want to implement an image resizing algorithm in C++. I know I could use DevIL or similar but I need to stay independent of any more libraries. All I need is a high quality image resizer or actually downsizer since Im only making images smaller. I like the quality of the one Paint.NET has when picking 'Best Quality'. Anyone know where I can get some code or perhaps a very detailed paper? -CProgrammer

When you select "Best Quality", it tells you what algorithm it's going to use based on the size. For a reduction, it uses the "Super Sampling" algorithm, which is pretty simple.

Also, the source code for Paint.Net used to be available from the home page, but it seems it's not anymore. You can still download older versions in source form, the algorithm is the same... I believe you can get the latest version of the source by contacting the author (from what I understand, he's taken the source code down from the site because people were repackaging it with a different logo and try to sell it on ebay)
