How do I create a pointer to a member? or is it something else?
glutDisplayFunc(video.Draw);     //Error given: use '&DrawScene::Draw' to create a pointer to member

GLUT expects function pointers, but you're trying to pass a non-static member function pointer. Standard link for you to read. Basically, make the draw-function static if you want it wrapped in a class. If you need it as a member function, you need to pass a static or free function to GLUT and manually foward the call to the desired member function of the desired object.
