Clipmapping and TGA tiling into a bigger texture.

Basically im trying to create a terrain engine. I want to be able to use textures above 4096x4096 on my terrain, similar to how megatexturing works in idTech4. Basically my question is two parts: 1) If I have a big texture lets just say its 4096x4096 and i have a smaller texture say its 512x512 that i want to be titled entirelly int that texture. Basically does any have any psuedo code for doing that? 2) Does anyone have any tutorials on how to do terrain with textures above 4096x4096?
