In fact, U can get a cross-os x86 lib with your loader and your bin format.
the x86 on Linux or Win32 is the same x86.

What exactly do you mean?
I'm guessing he means you can write your own executable format and loader. Of course, you're going to need to write your loader in whatever format the operating system expects, so I'm not sure what the benefit would be...
