I need to copy pixels from one texture to another with resizing. Which method should I use, IDirect3DDevice9::StretchRect() or drawing a rectangle mesh?

Try both and profile the difference? It won't take long to check each method. Although IDirect3DDevice9::StretchRect has a crapload of restrictions, like both textures needing to be in the default memory pool and not compressed, and you'll need to have a driver that supports the D3DDEVCAPS2_CAN_STRETCHRECT_FROM_TEXTURES cap bit (And that means you'll need to fallback to another method if it's not available).
