C++ and OpenGL won't run in a browser unless you write a plugin or ActiveX control (which most people won't want to install for many reasons).

You could look into Google's new 3D plugin (O3D), 3D engines built in flash, or the Java language (you can use OpenGL in Java, and Java can run inside a browser).

[EDIT]
If you don't need interactive frame-rates, then you could run your C++/GL program on a server, and just send rendered images to the client browsers.
