glGenerateMipMapEXT faults

Hello! Recently , I use glGenerateMipMapEXT() function to generate mipmap on non-FBO textures , but the result is too bad , the texture show on screen blend with other level mipmap textures,i.e the 0 level mipmap have a region with 1st level and a region with 2nd level. And if I set GL_TEXTURE_MAX_LEVEL = 0,it show corrently! So what's wrong ? and should I must set the GL_TEXTURE_MAX_LEVEL = 0? Thank you !
