Need Help with Texture For Bitmap Overlay.

Hi I am new to Direct3D. I have a program displaying video frames on a direct3d window. I use textures to hold the video and dispaly it. I use functions such as myDevice->SetTexture(stage,_texture); myDevice->SetTextureStageState(stage,D3DTSS_COLORARG1,D3DTA_TEXTURE); myDevice->SetTextureStageState(stage,D3DTSS_COLOROP,D3DTOP_SELECTARG1); I Recive a 32Bit bitmap. that I want to draw on top of the video as an overlay, and where the transparincy is full I only whant to see the background video, and where it is not transparent then I want to see the bitmap. (As I understand the 4bit is thee transparancy value) I have a texture that has the bitmap. (I copied the bits using LockRect()) I was trying to many ways and did not manage to do this. I would be glad for any tips. for how to performe this. Thanks in Advance. Meir
