There's a software I developed a while ago to my bother for his business. The software was developed in Visual Basic .NET 2002 but it was a student proyect when I was in college. My brother and I realised that we could sell that software to several stores, but the thing is I have to get legal as my licence for Delphi 7 just expired and I currently don't have a licence for any version of Visual Studio. So I was wondering if I could port that app to something like C# 2008 Express Edition wich is free and sell it without worring about legal issues with Microsoft. Could someone please clear this up for me? Thanks in advance.

Yes. The express editions are licensed for commercial use.
Can I use Express Editions for commercial use?
