OpenGL OpenGL 3.1

i want to ask is OpenGL 3.1 version supported by microsoft windows, and if not is there a way to use OpenGL 3.1 in building games on windows platform ?

For XP it's the same as for every OpenGL version > 1.1: you can use whatever version your driver supports (NVidia 3.1 drivers should be out by now). You just need to use an updated header file and get the pointers to the post 1.1 functions.

However, I'd recommend using a wrapper library for GLEW. The current GLEW version doesn't support 3.1 yet, so you'd need to get the function pointers by yourself.
