OpenGL Where to get the openGL files?

I have looked all over google and the internet and can't seem to find a download link, as opengl.org provides none

As ZaHgO said, the base OpenGL API comes with the compiler in general. You should be able to find it under <install dir>/include/GL/

If you want to do shaders, you'll also need GLEW, you can get that here: http://glew.sourceforge.net/

And for GLUT you can get that here: http://www.opengl.org/resources/libraries/glut/

a term thats cropped up over the last 6 months (maybe longer)
Ive never looked up the definition so this could be wrong

hitting yourself in the face with the palm of your hand whilst going doh (ala homer)
